Budget Modification Requests
The purpose of this form is to request a budget revision to your Operational Budget allocated to your organization by SGA. You can request that allocated funds be used for something other than what it has been allocated for in your budget. In this event you will need to fill out a New Program Justification Form. These requests are brought before the Appropriations Committee. The SGA Treasurer notifies organizations about the decision.
These forms are digital documents that should be filled out electronically with Adobe Reader. Do not fill the forms out by hand. Only typed forms will be accepted.
These forms are available in the CAIC, FSC2029, and online in the Forms section.
To modify your operational budget use the Budget Modification form. (Please type, print, then submit to the CAIC, FSC 2029.)
Budget Guide
To apply for SGA funding an organization must:
- Be properly registered with the Campus Activities & Involvement Center for at least two consecutive semesters immediately prior to their funding request.
- Have voting membership composed 100% of registered UNCW students.
- Have an open membership, whereby any enrolled student may be a member without a selection policy, process, or criteria.
- Adhere to University policies and procedures as stated in the Code of Student Life.
- Meet the above criteria and earn at least three (4) SGA Budget Points by the operational budget submission deadline (typically mid-February). SGA Budget Points are earned by student organization representatives attending developmental workshops or presentations throughout the course of the academic year. Some examples of qualifying developmental workshops include SGA IOC meetings and Leadership UNCW programs. See the list below for a schedule of qualifying workshops.
- Attend a budget workshop in February presented by the Appropriations Committee.
- Complete budget requests with the assistance of an Appropriations Committee liaison.
- Submit the budget requests along with all appropriate documentation to SGA by the designated deadline.
- Schedule a time to present their budget request to the Appropriations Committee.
- The Appropriations Committee will review budgets and make appropriate allocation recommendations to the SGA Legislature, which makes any final decisions regarding funding.
- A student organization has the right to appeal the committee's decision to the SGA Legislature.
Considerations:
- SGA shall not fund any activities, events, or organizations, which do not adhere to the University policies or procedures as stated in the Code of Student Life.
- All funded student organizations must put "Funded by SGA" on all promotional materials.
- A student organization being funded for the first time through an operational budget is eligible for a seed account ($500 max.)
- Student organization budgets will be placed in a UNCW account assigned by the University Union Business Manager (962-7323).
- Exceptions may be made to the above guidelines for special circumstances. Contact the SGA Treasurer for further detail.

Reward yourself AND your student organization!
Attending these workshops will not only reward individual participants with a certificate in Organizational Leadership (great for your resumes!), student organizations will earn one (1) SGA budget point for each workshop title that they have a representative attend. Four (4) SGA budget points will qualify an organization for a 10-11 operational budget.

Students wishing to earn an Organizational Leadership Certificate through the Leadership UNCW program must attend one of each of the workshop titles noted above (4 organizational specific workshops: conflict management, officer transition, running an effective meeting, and recruitment and retention) in addition to Leadership Concepts (foundation workshop for the Leadership UNCW program), and 2 elective workshops of your choice.
The Organizational Leadership workshops noted above are sponsored by the Campus Activities & Involvement Center (CAIC) in collaboration with the Center for Leadership Education and Service (CLES) as part of the Leadership UNCW certificate program.

Conference and Event Travel:
- Up to:
- 4 people will be funded for a trip (or the equivalent of 4 people).
- $85 per person for conference registration.
- $50 per person, per night for accommodations.
- Up to $400 for transportation (per request, not individual traveling).
Programming:
- Co-sponsoring events is encouraged.
- Priority is given to events that are open to the entire University community.
- Organizations must use on-campus services for all appropriate work (printing services, Aramark, central stores, etc.).
- Make reservations for facilities and technical needs through the University Union Reservations Office (962-7098). Registered organizations may reserve spaces in the Fisher Center, Warwick Center, Burney Center, and all other University facilities, except resident halls.
- Do not make verbal contracts with artists, agents, or vendors.
- Do not sign contracts before submitting them to the University Union Business Manager.
- Remember to budget for a performer’s costs, including: transportation, lodging, food, sound requirements, etc.
- Try to get the most for your money. Negotiate with performers, schedule additional appearances (reception, class presentations), etc.
- Remember to budget for tickets and brochures.
Promotion and Printing:
- A maximum of $50 will be allocated for a copy card.
- Advertising materials must be posted in approved areas only.
- SGA will fund a maximum of $100 for general advertising, not including copy card or print services.
- All promotional materials must read: A funded organization of the Student Government Association, Funded by the Student Government Association, Funded Committee of SGA, or Funded Project of SGA.
SGA will not fund:
- Any expense determined to be the responsibility of the University, Department, or personal expenses.
- Food of any kind.
- Alcoholic beverages.
- Deficits incurred by organization.
- Salaries or stipends to advisors, coaches, or student officers.
- Travel allowances for advisors.
- Direct or indirect donations to candidates for political office or religious activities.
- Direct donations to charitable organizations.
- T-Shirts.
Decision Criteria
All program requests must meet the aforementioned guidelines and the following criteria apply:
- Purpose: Does the requested program meet the purpose of the organization that is outlined in its constitution?
- History: Is the program a successful annual or traditional event?
- Viability: Are adequate facilities available? Is the program manageable and within the scope of the organization’s capabilities?
- Co-sponsoring: Is the program being put on by more than one organization? Is the program need already fulfilled? Has a similar request already been approved? Has another organization offered the program before?
Requirements Upon Receiving SGA Funding
Once an organization receives SGA funding, they are required to do the following:
- Give oral presentations to the SGA Legislature, if requested.
- Place one of the following statements on all promotional materials: A funded organization of the Student Government Association, Funded by the Student Government Association, Funded Committee of SGA, or Funded Project of SGA.
- Coordinate relations with the press and media through the Assistant Vice Chancellor for University Relations.
- Process any business forms through the University Union Business Manager.
- Submit any monies that are collected through any event to the SGA Fiscal Assistant (962-3769) the following business day.
- Attend the mandatory Policies and Procedures Workshop at the beginning of the next academic year.
- Complete re-registration process with the Campus Activities & Involvement Center at the beginning of the next academic year.
